AstraExChange user agreement

Terms and definitions

1.1. Exchange service is an online payment processing centre located at http://www.astraexchange.ru for Russian speaking users and http://www.astraexchange.com for English speaking users.

1.2. The User is a physical person who wants to use the Service and accepts the User agreement.

1.3. Services are the transactions processed to exchange, deposit/withdraw e-currencies.

1.4. E-currency is a monetary obligation between the User and the developer of the currency.

1.5.  Payment system is a software product created by the third party which is used for accounting and making settlement payments between the Users.

1.6.Payment is a transfer of funds (e-currency) from the payer to the payee.  

 General provisions 

2.1. This User agreement hereinafter referred to as Agreement, which specifies the terms of providing services by the Exchange Service. Before starting to use the Exchange Service the User shall read this Agreement and accept it fully. In case of disagreement or partial disagreement with the Agreement the User shall not use the Exchange Service.

2.2. The Exchange Service is not responsible for violation of Agreement made by the User and any electronic payment system the e-currency of which is used by the Exchange Service.

2.3. The Service is responsible for the funds transferred to the User for exchange or making a transfer and shall not be liable for any loss caused by glitches of the electronic payment system (s) or any other reasons beyond control of the Exchange Service.

2.4. The User is responsible for the accuracy of the information necessary for rendering of the Services, which is provided to the Exchange Service by him/her.

2.5. Information received from the User, cannot be transferred to the third parties, unless there is a decision of the relevant authorities.

2.6. All operations performed by our Exchange Service are irreversible starting from the moment of the transaction completion.

2.7. In the event of dispute between the User and the Exchange Service, the maximum amount of compensation from the Exchange Service shall not exceed the amount transferred by the User for making an exchange or transfer. In the event of his/her guilt the User ensures an independent recovery of damages including the losses bared by this Exchange Service. All disputes and differences which may arise under the present Agreement or in connection with it shall be settled by the User and the Exchange Service by negotiations.

2.8. The Exchange Service is not responsible for the violation of User Agreement of LibertyReserve payment system by the User.

2.9. The Exchange Service is not responsible for the violation of User Agreement of PerfectMoney payment system by the User.

2.10. The Exchange Service is not responsible for the violation of User Agreement of Liqpay payment system by the User.

2.11. The Exchange Service is not responsible for the violation of User Agreement of GlobalDigitalPay payment system by the User.

2.12. The Exchange Service is not responsible for the violation of User Agreement of Procurrex payment system by the User.

2.13. The Exchange Service is not responsible for the violation of User Agreement of Pecunix payment system by the User.

2.14. The Exchange Service is not responsible for actions of money remittance systems, banks, payment systems and for delays associated with their work.

2.15. The Exchange Service checks and keeps information of its Clients (bank information, passport details and etc.) in accordance with the requirements of law and payment systems.   

2.16. The Exchange Service is not responsible for delays or failures which occurred during processing of the transaction caused by force majeure, or failures in the telecommunications, computer, electrical and other related systems.

2.17. The Exchange Service has a right to block a transfer of funds for an indefinite period if there is a reason to suspect in fraud to determine the true owner of funds.

2.18 Administration of Exchange Service reserves a right to amend the recent Agreement at any time. 

Value of the Services provided

3.1. All rates are settled by the Exchange Service and can be changed at any time.

Service providing regulations

4.1. During exchange of Liberty Reserve to any other e-currencies the User shall put down only the comments allowed by the exchange rules of Liberty Reserve.

4.2. Transactions are conducted in business hours of bank, unless other conditions are agreed in advance, or individually with the User.

4.3. All Services are provided by the Exchange Service during the working hours specified on the site. The total period for providing of Services cannot exceed 12 hours starting from the moment the Exchange Service receives money during the working hours.
